(Message from the SWIC regarding the conference)
The APCO/NENA/Interoperability conference provides an opportunity for emergency communications professionals to discuss obstacles to achieving interoperable communications, gain exposure to lessons learned and best practices from industry leaders, and to explore emerging technologies and initiatives. Additionally, this conference will serve as the kickoff for the Commonwealth’s Communications Unit Leader (ComL) Program, which provides the training, experience, and certification of personnel to act as communications experts during a disaster or large scale event.
COMMUNICATION LEADERS (COML) (Pre-conference course October 23 – October 26)
A COML is defined by DHS as a person that plans and manages the technical and operational aspects of the communications function during an all-hazards incident or event. The COML plays a critical role within the National Incident Management System (NIMS).
The All-Hazards COML program provides the Commonwealth of Virginia approved NIMS compliant instruction to train emergency responders on how to serve as Communications Unit Leaders during emergency operations. The COML training program qualifies emergency responders to lead Incident Command System (ICS) communication units. In order to obtain a COML credential an individual must: Meet the prerequisites, complete the formal COML classroom training, and complete the comprehensive position-specific All-Hazards COML Task Book, in which all tasks must be signed off on by a certified COML. The completed packet must undergo an administrative check and review before submission to the Statewide Interoperability Coordinator (SWIC) for qualification.
There is no charge for the COML instruction course. There is a mandatory non refundable pre-conference registration fee of $50.
